Home Based Educator Supervisor
Department: Child Development
Reports To: Home-Based Program Manager
FLSA: Exempt
Salary Range: Range 21 ($3,486 to $3,867 monthly)
Status: Regular, Full-time, 40 hours per week

Neighborhood House Programs
Since 1906, Neighborhood House has been helping diverse communities of people with limited resources attain their goals for self-sufficiency, financial independence, health and community building. Our services include early childhood education (including Head Start and Early Head Start), mentoring and tutoring, emergency referral services, self-sufficiency/employment classes and services (including ESL and citizenship), job placement and training, substance abuse services, transportation and outreach for the elderly and disabled and publication of the Voice newspaper. Annually, Neighborhood House serves over 13,500 individuals. Of those, 80 percent are refugees and immigrants.
Scope
Within a home-based model, the primary responsibility is to assure high quality, comprehensive services to pregnant women and families with children birth to three.
Responsibilities
- Provide leadership, motivation and supervise the home visiting staff.
- Be available to the Home Visiting team for formal and informal contacts.
- Demonstrate skills as a child development specialist.
- Supervise the planning and implementation of socializations to assure compliance with performance standards, health and safety requirements and appropriate activities for infants, toddlers and families.
- Remain current regarding developments in the field of Early Childhood Education, especially regarding children age birth through three years.
- Provide technical support regarding curriculum, educational process and materials to the home visiting staff and through observations, case consultations, and concrete recommendations for improvement; promote best practice standards throughout program.
- Appraise the ongoing performance of the home visiting staff and provide regular formal and informal feedback.
- In collaboration with program managers, develop and coordinate training for the home visiting team.
- Assure a dynamic, individualized home based program for parents and children from birth to three and pregnant women.
- Support the development of positive and effective relationships with families.
- Promote a strengths-based approach that affirms parents’ role as their child's primary teacher.
- Encourage parent involvement in program components (home visits, socializations) and participation on the Policy Council, Parent Committees and other groups.
- Provide parents with opportunities to increase their knowledge in their child's growth and development.
- Together with Home Visitors and HS Family Support Workers, work in collaboration with the Early Childhood Education Manager and the Family Services Manager to recruit, enroll and transition families from Early Head Start into Head Start.
- Supervise the maintenance of accurate and complete records on all assigned families. Monitor records kept by the home visiting staff.
- Respect confidentiality.
- Maintain program performance standards and meet all reporting requirements.
- Participate as an active member of the Child Development Leadership Team.
- Support Home Visitors to assist parents in developing and following through with plans for their own success in the program. Encourage parent involvement in program components (home visits, socializations) and participation on the Policy Council, Parent Committees and other groups.
- Attend all required team meetings and meetings with partners. Participate in staff training and other professional development activities.
- Perform other duties as assigned.
Minimum Qualifications
- BA/BS in Early Childhood Education, or closely related discipline. A combination of equivalent experience and training may be substituted for the education requirement with the recommendation of the interview committee and approval of the Head Start Director and Policy Council.
- Two years supervisory experience.
- Two years experience promoting healthy growth and development with infants and toddlers. Specifically, experience in planning activities, observing children’s behavior, and supporting and facilitating parents’ learning about their children’s development and behavior.
- Experience with adult learning principles, family dynamics, communicating and motivating adults.
- Demonstrated ability to relate to families in a holistic fashion that incorporates education, social services, health, nutrition and self-sufficiency issues. Ability to relate sensitively to families with young children.
- Experience working with low income families of diverse ethnic, language and cultural backgrounds.
- Knowledge of various computer software such as Word and Excel.
- Willingness to comply with the established agency performance standards which include: productivity/personal responsibility, client/customer service orientation, embracing a team player orientation, entrepreneurialism, and maintaining a professional demeanor.
- Willingness to comply with Head Start Standards of Conduct by promoting the unique identity of each child and family; conforming with program confidentiality; following child supervision and guidance policies; and refraining from soliciting or accepting personal gratuities, favors, or anything of significant monetary value from contractors or potential contractors.
- Must have own transportation to travel to homes to deliver services to families.
- Washington State Patrol background clearance (re-checked every two years).
- Completion of the Head Start Supplemental Background Questionnaire.
- Current Health Exam (must be obtained within 60 days of employment {PS 1304.52})
- Current screening for tuberculosis (must be obtained prior to employment); rescreen as necessary.
- Current First Aid certificate within 30 days of employment (maintain current certificate during employment).
- Current CPR certificate within 30 days of employment (maintain current certificate during employment).
- Current Food Handlers certificate within 30 days of employment (maintain current certificate during employment).
- Current Blood Borne Pathogens training certificate within 30 days of employment (maintain current certificate during employment).
Desired Qualifications
- Current or former Head Start and Early Head Start parents receive preference for employment vacancies for which they are qualified.
- Experience working with groups and/or families from diverse cultural, economic and ethnic backgrounds.
- Bi-lingual ability.
