Employment & Adult Education Manager

Department: Education & Community Services
Reports To: Director of Self Sufficiency Services
Status: Regular, 40 hours per week, 12 months per year
FLSA: Exempt
Hiring Range: 26 ($54,226 to $60,244 annually)
Location: Rainier Vista and travel to other sites
Closing Date: December 13th, 2017 or until filled
 
Scope
Neighborhood House (NH) partners with diverse individuals and families to build community and achieve their goals for health, education and self-sufficiency. Our employment programs provide free, customized career coaching in multiple languages, connecting people to livable wages jobs and career paths. The Employment & Adult Education Manager leads a team of 7 employment specialists (Workforce Innovation & Opportunity Act, Title I) in the WorkSource system. The position is responsible for sound program and grant management, ensuring quality career services are provided, outcomes are met and policies are adhered to. The position works closely with the NH management team to promote service integration across NH’s comprehensive menu of programs. This is a dynamic division within Neighborhood House that presents great growth opportunities for the right candidate.

Responsibilities

Coaching and Supervision
  • Recruit, hire, train, and supervise qualified staff in alignment with Neighborhood
  • House values and program requirements.
  • Assess staff professional development needs and provide appropriate on-going training appropriate to the field.
  • Provide ongoing coaching for staff, including regular formal and informal feedback.
  • Develop team cohesion and motivation for effective collaboration.
Community Relationships and Resource Building
  • Build and strengthen the collaborations/partnerships with employment providers, educational institutions, community based organizations and other organizations in our service area to support strategies that increase the economic self-sufficiency of individuals in low income or immigrant/refugee communities. May include developing partnerships of complementary services for program participants.
  • Develop and maintain mutually beneficial relationships with employers who hire and/or retain program participants as well as provide guidance to our program design. Train and support direct service staff who develop employer relationships.
  • Build and strengthen the collaborations/partnerships with employment providers, educational institutions, community based organizations and other organizations in our service area to support strategies that increase the economic self sufficiency of individuals in low income or immigrant/refugee communities.   • Develop and maintain mutually beneficial relationships with employers who hire and/or retain program participants as well as provide guidance to our program design. Train and support direct service staff who develop employer relationships.
  • Work closely with NH Development team to assist with grant writing efforts including identifying potential funding sources, designing new programs and developing grant budgets.
  • Maintain positive and responsive relationships with funders.
Monitoring and Compliance
  • Manage all contracts, including program budgets, related to the specific programs and ensure that all outcomes are met or exceeded.
  • Approve and monitor expenditures of limited tuition and support service funds in a manner that is fiscally responsible, meets program requirements and supports participant success.
  • Develop and monitor accurate data collection systems/processes and consistently and accurately analyze data to report team outcomes.
  • Manage all program elements and participant activities to meet the highest standards of quality and to meet all funders and internal performance outcomes.
  • Maintain key project documents to support all aspects of employment & adult education programs, including regular program reports, evaluations, satisfaction surveys, board reports, monitoring responses, etc.
Program Planning, Design and Implementation
  • Provide management and leadership to the team to ensure the program is high quality, within or exceeding contract compliance and responsive to community and participant needs.
  • Work with staff and community partners to develop core programming and a
  • creative, comprehensive suite of enhancements to meet the needs of participants (e.g. limited English speaking, low income, etc.).
  • Provide leadership and creativity in designing new educational or employment-related programs such as ESL, Adult Basic Education/GED, job skills, interviewing, job readiness, college preparation or others to respond to funder mandates, needs and service gaps in communities NH partners with.
  • Develop, implement and accurately monitor on-going performance, program effectiveness and participant satisfaction.
  • Perform other duties as assigned.
 
Qualifications

Minimum Qualifications
  • B.A. degree in Social Work, Education, Community Leadership, Public Policy or a related field preferred. A combination of education and experience may be considered in lieu of degree.
  • Three years of experience in employment, adult education or other social service programs with strong emphasis on low income and diverse populations.
  • Experience managing performance outcomes, and demonstrated understanding of contracts, budgets and grants.
  • Experience coaching or supervising others in a dynamic environment.
  • Excellent written and verbal communication skills.
  • Ability to effectively communicate Neighborhood House’s mission and vision and represent the agency externally at board meetings, panels and funder meetings.
  • Highly positive and enthusiastic style capable of motivating others and the ability to work as a team member in a multicultural organization and community.
  • Capable of using Microsoft Office applications to develop and maintain performance tracking tools and program policies and procedures.
  • Self-starter, highly organized, dependable, have strong problem-solving skills and able to manage multiple complex programs at once.
  • Excellent time management skills, able to meet deadlines, manage and prioritize multiple projects simultaneously.
  • Must be able to work a flexible schedule that includes some evenings and weekends.
  • Must have reliable transportation and be able to travel independently between sites.
  • First Aid certification (within 30 days of employment).
  • CPR certification (within 30 days of employment).
  • Child Abuse and Neglect training (within 2 weeks of hire).
  • Must pass Neighborhood House background check requirements.
  • Position requires Washington State bi-annual criminal background re-check.
     
Desired Qualifications
  • Master's Degree.
  • Bilingual/Bicultural.
  • Two-three years case management or job development experience desired.
  • Two years direct responsibility of contracts, budgets and grants, including grant writing experience.
